PSYCHIATRIC RESIDENTIAL TREATMENT FACILITY PROTOCOL AT THE CHILDRENS CAMPUS

The Children’s Campus is a designated Psychiatric Residential Treatment Facility (PRTF) as defined by the Indiana Social Services Administration (FSSA) and the Indiana Health Coverage Programs (IHCP). Under this designation, The Children’s Campus is able to accept youth into its secure residential treatment programs for both male and female adolescents. These youth must meet specific criteria, including being Medicaid recipients, set by the state and federal governments, in order for the services to be paid for by Medicaid.

PRTF youth referred to The Children’s Campus must exhibit behaviors that are determined by a doctor to require residential treatment in a secure environment.

A parent/legal guardian, social service agency, court agency, medical facility or a doctor can refer youth. It is preferred that referrals be made to The Children’s Campus while the youth is in inpatient care or out of home placement, but not necessary.

If you would like to refer a youth to a PRTF program at The Children’s Campus, please submit the required documentation listed below to The Children’s Campus Admissions Department, 1411 Lincoln Way West, Mishawaka, IN, 46544, or call us at (574) 855-5890 if you need more information. For your convenience, our fax number is (574) 255-6179. After review of the documentation outlined below, an Admissions person will contact you and set up an interview to meet the youth.

Required documentation:
1. Letter from treating doctor, recommending need for residential treatment
2 .Progress notes (including nurses’ & doctors’) from most recent inpatient stay
3. History & Physical from most recent inpatient stay
4. Current or most recent inpatient treatment plan


Once all the information is collected, the Admission staff and psychiatrist will submit the Prior Authorization Packet & Certification of Need Application to Health Care Excel (HCE), which will then review and make a decision regarding eligibility for PRTF financial coverage within 10 business days. There are provisions for emergency review, if the youth needs urgent placement.

Once The Children’s Campus receives notice that the request for admission is granted, an admission date will be scheduled.

Every 30 days the resident’s stay is reviewed by HCE to ensure that the resident still meets the criteria for PRTF placement. The criteria for continued stay must include:

• Documented evidence that resident is sufficiently motivated to participate in the program
• Documented evidence that the resident’s failure to respond to treatment is due to the basic causes of disability or new mental illness complications and not a result of voluntary, conscious resistance of the resident
• Documented evidence of consistent family inclusion in the therapeutic process, if family is available


Once the resident no longer meets the continuing stay criteria, discharge will be made, according to the discharge plan.
